Simplified procedure for business people when entering the Republic of Serbia PDF Print E-mail

At the initiative of the Chamber of Commerce and Industry of Serbia, as of 21 January, businesspeople from the entire world, foreign and domestic citizens, who travel to our country for business reasons, can cross the border of the Republic of Serbia by a simplified procedure, which is different from the rules that apply to other travellers, reads the statement by the Chamber of Commerce.

The Government of the Republic of Serbia has allowed foreign and domestic citizens, who enter our country for business reasons, to cross the border with prior notice to the Chamber, and afterwards, within 24 hours upon entering the country, to obtain and submit a negative rapid antigen test for the presence of the SARS-CoV-2 virus issued by a reference laboratory of the Republic of Serbia, the statement explained.

"In these circumstances, when most countries introduce additional restrictions, Serbia has found a way, with the application of the epidemiological measures, to facilitate business operations to business people from the entire world, companies already operating here, as well as those that are entering our country for their future business by simplifying the procedures for entering the country, with the support of the Chamber of Commerce and Industry of Serbia in performing the required formalities", said Marko Cadez President of the Chamber of Commerce and Industry of Serbia.

He reminded that business travel and contacts with businessmen were not a matter of choice, but the need of business, and expressed his hope that other countries would follow Serbia's example so that companies all around the world would be able to carry out their business activities during the global health crisis with the lowest possible costs and waste of time, and to get out of the pandemic crisis with the least possible consequences.

According to the new rules, owners, managers, and employees within their companies, who intend to travel to Serbia for business reasons and, when entering the country, do not hold a negative RT-PCR test for the presence of the SARS-CoV-2 virus issued by a reference laboratory of the country they are coming from, will previously have to announce their arrival to the Chamber of Commerce and Industry of Serbia, which will timely inform the border police on it in order to enable them to cross the border, reads the statement by the Chamber of Commerce.

It is underlined that, upon entering the country, they will take a rapid antigen test at a Serbian reference laboratory, submit the test to the Chamber, and if it is negative, they will continue to carry out their planned activities.

The new procedures will not apply to those who arrive from Albania, Bosnia and Herzegovina, Bulgaria, Montenegro and North Macedonia that are allowed to enter Serbia without a PCR test in compliance with the previous decision.

REQUIREMENTS FOR ENTRY INTO THE REPUBLIC OF SERBIA

To prevent import of infectious diseases onto the territory of the Republic of Serbia, individuals coming to the Republic of Serbia from all countries across the world, excluding the Republic of Albania, Bosnia and Herzegovina, Republic of Bulgaria, Republic of North Macedonia, Montenegro and Hungary, shall be allowed to enter the Republic of Serbia solely provided they have a negative RT-PCR test to the virus SARS-CoV-2, not older than 48 hours, issued by a referential laboratory of the country they are coming from, that is the country they are entering the Republic of Serbia from. For persons arriving to Serbia from the United States a negative Antigen FIA Rapidtest is accepted, under the same conditions, instead of a negative RT-PCR test. Should there be a delay when entering the Republic of Serbia that cannot be attributed to the passenger but to an existence of an extraordinary occurrence that could not have been foreseen, avoided or discarded (delay/postponement of flight, bus or train departure, or similar event), then the test cannot be older than 72 hours when entering the Republic of Serbia.

Nationals of the Republic of Serbia and foreign nationals having either a temporary or permanent residence permit in the Republic of Serbia, when entering the Republic of Serbia from all countries across the world, excluding the Republic of Albania, Bosnia and Herzegovina, Republic of Bulgaria, Republic of North Macedonia, Montenegro and Hungary, and who do not have a negative RT-PCR test to the virus SARS-CoV-2 issued by a referential laboratory of the country they are coming from, that is the country they are entering the Republic of Serbia from, or in the case of persons entering from the United States a negative Antigen FIA Rapidtest, not older than 48 hours from the date the result has been issued, shall be served at a passport check-point a written information – medical advice on how to abide by the measures of a quarantine at home in a 10-day period from the moment they passed the state border and warned to mandatory call on the relevant COVID health-care centre or a relevant public health institute in particular territory within 24 hours from crossing the state border by registering at the following address: www.e-zdravlje.gov.rs

A negative RT-PCR test to the virus SARS-CoV-2, not older than 48 hours, as a requirement to enter the Republic of Serbia, shall not apply to:
  • foreign nationals transiting through the Republic of Serbia. Transit for foreign nationals is limited to a period not longer than 12 hours from the moment of entering the territory of the Republic of Serbia;
  • crew and cabin crew of aircraft whose final destination is the Republic of Serbia;
  • crew, personnel and passengers who are in transit, that is who are in transfer through international airports of the Republic of Serbia;
  • accredited members of the staff of foreign diplomatic missions, consular posts and international organizations resident offices, as well as members of their families who are holders of special identity cards, that is identification documents issued by the Ministry of Foreign Affairs and the Office of the Secretary General of the Government of the Republic of Serbia;
  • minors up to 12 years of age, provided the parent, custodian or any other person accompanying the child has a negative RT-PCR test, if it is needed;
  • foreign nationals who have either a temporary or permanent permit in the Republic of Serbia;
  • members of foreign military, police and other security services who are transiting through the territory of the Republic of Serbia or who are coming to the Republic of Serbia for official purposes with prior notification;
  • foreign nationals carrying out international transport, for the purposes of loading or unloading goods or for transportation of people in or through the Republic of Serbia, when it comes to crews of:

a) cargo motor vehicles transporting goods by international road traffic. In case of transit traffic, the latter is limited to a period not longer than 12 hours from the moment of entry in the Republic of Serbia;
b) cargo ships transporting goods to one of Serbian ports. In case of transit navigation on the international waterway on the territory of the Republic of Serbia, the latter shall be limited to a period not longer than 90 hours for ship formations and 60 hours for self-propelled watercrafts from the moment they entered the territory of the Republic of Serbia in case of upstream navigation, or for a period not longer than 72 hours for ship formations and 54 hours for self-propelled watercrafts from the moments they entered the territory of the Republic of Serbia in case of downstream navigation;
c) passenger inter-city or long-distance coaches, both in transit and in case the final or departing destination is the Republic of Serbia;
d) train formations and their accompanying crews;
e) humanitarian convoys arranged through diplomatic channels.

A negative RT-PCR test to the virus SARS-CoV-2, not older than 48 hours, as a requirement to enter the Republic of Serbia, on terms of reciprocity, shall not apply to:
  • nationals from neighbouring countries from the border area who are carrying out field works and have farming land on the territory of the Republic of Serbia, who are duty-bound to have, when crossing the state border to carry out field works, a written proof of ownership on this land or a written statement by the owner of the land that the person in question is carrying out field works on his land;
  • nationals from neighbouring countries who are residing in the border area but are employed in the territory of the Republic of Serbia, issued by their employer from the Republic of Serbia a document certifying their employment.


Simplified procedure for business people when entering the Republic of Serbia

Citizens of the Republic of Serbia and foreign citizens arriving to the Republic of Serbia for business purposes shall be allowed entry into the Republic of Serbia, with prior notice to the Serbian Chamber of Commerce, provided that they within 24 hours from crossing the state border submit to the Chamber of Commerce a negative RT-PCR test or an antigen test for virus SARS-CoV-2, issued by a reference laboratory of the Republic of Serbia.

The Serbian Chamber of Commerce shall submit without delay the notice from paragraph 1 of this item to the Ministry of Foreign Affairs - Border Police Administration, not later than 24 before the expected crossing of the state border.

If citizens of the Republic of Serbia and foreign citizens arriving to the Republic of Serbia for business purposes, with prior notice to the Serbian Chamber of Commerce, fail to provide a negative RT-PCR test or antigen test for the presence of the SARS-CoV-2 virus within 24 hours from crossing the state border or if the test is positive to the presence of the SARS-CoV-2 virus, the Serbian Chamber of Commerce shall immediately inform the relevant health-care centre for the territory.

ABOLISHED VISAS FOR CITISENS OF ARMENIA, HOLDERS OF ORDINARY PASSPORTS PDF Print E-mail

At its meeting of 24. October 2019, the Government of the Republic of Serbia adopted the Decision on visa exemption for the nationals of Armenia, holders of ordinary passports. The Decision is published in the "Official Gazette of the Republic of Serbia" No.76/2019 of 25. October, 2019, and enter into force of 2 November, 2019. Under the Decision, the nationals of that country can enter, transit through and stay in the territory of the Republic of Serbia without a visa, during a period not exceeding ninety (90) days from the date of entry, in period of one hundred and eighty (180) days, if there are no hindrances defined in Article 15 of the Law on Foreigners.
