LECTURE “SERBIA AND PARTNERSHIP FOR PEACE – CHANCES AND CHALLENGES” BY JAROSLAW SKONIECZKA

Mr. Jaroslaw Skonieczka, Director of the Euro-Atlantic Integration and Partnership Directorate, held a lecture entitled “Serbia and Partnership for Peace – Chances and Challenges” at the Ministry of Foreign Affairs of the Republic of Serbia, organized by the Diplomatic Academy and the Directorate General for NATO and Defense Affairs.

After welcome remarks by Mr. Božin Nikolić, Director of the Diplomatic Academy and an introductory word by Mr. Zoran Vujuć, Director General for NATO and Defense Affairs, Mr. Jaroslaw Skonieczka presented the bases of cooperation in the framework of the Partnership for Peace, drawing attention to the importance of this Programme for security, peace keeping, stability and prosperity in the region.

At the end of the lecture, Mr. Skonieczka answered questions from the audience, many representatives of the ministries of the Republic of Serbia and members of the diplomatic corps.

JACQUES RUPNIK LECTURED THE DIPLOMATIC ACADEMY ATTENDANTS

Professor of the European College in Brugge Jacques Rupnik held a lecture entitled “Has Europe an approach of the democracy spreading?” for the attendants of the Diplomatic Academy. In the ensuing discussion, the attendants were mostly interested in the recent presidential election in France and the positions of the new French President on Kosovo and Serbia’s EU integration.

LECTURES TO MARK THE OCCASION OF THE 125TH ANNIVERSARY OF THE ESTABLISHMENT OF DIPLOMATIC RELATIONS BETWEEN SERBIA AND THE USA

By hosting Thomas Melady, former ambassador and professor of the Institute of World Politics in Washington, and his wife Dr. Margaret Melady, the Diplomatic Academy took part in the celebration of the 125th anniversary of the establishment of the relations between Serbia and the USA. Their lectures focused on the current Serbian-US relations, the relations between Christian Orthodox and Catholic religions, the upcoming US elections and public diplomacy.

The audience was also addressed by the President of the Serbian-US Centre in Belgrade, Svetozar Stojanovic, who spoke of the Serbian-US relations.

LECTURE BY ERHARD BUSEK ON THE OCCASION OF THE PUBLISHING OF HIS NEW BOOK “OPENED GATES TO EUROPE”

Special Coordinator of the SEE Stability Pact Erhard Busek lectured the attendants of the Diplomatic Academy on the occasion of the publishing of his book “Opened Gates to Europe”. The book was published by the Belgrade Publishing House Clio. Erhard Busek particularly underlined the contribution of the Stability Pact to the building of confidence in the region and presented his view of the transformation of this initiative.

The lecture of E. Busek was attended also by Ambassador of the Republic of Serbia to Austria Dragan Velikic and Director of the Clio Publishing House Zoran Hamovic.

50TH ANNIVERSARY OF THE EUROPEAN UNION

To mark the 50th anniversary of the signing of the Treaties of Rome, Josep M. Lloveras, Head of the Delegation of the European Commission in Serbia, lectured the attendants of the Diplomatic Academy on “50 Years of European integration: what do they mean for Serbia?” Having reviewed the history of European integration processes, he laid particular emphasis on the prospects of Serbia’s EU accession and answered numerous questions.

The lecture was also attended by Ambassador Dragan Momcilovic, Deputy Director of the Directorate General for the European Union, Ministry of Foreign Affairs of the Republic of Serbia.

PROFESSOR PAUL MEERTS HELD A LECTURE AND WORKSHOP ON NEGOTIATIONS FOR THE ATTENDANTS OF THE DIPLOMATIC ACADEMY

Prof. Paul Meerts, Deputy Director of the Netherlands Institute of International Relations “Clingendael”, and professor of the European College in Brugge simulated multilateral negotiations for the attendants of the Diplomatic Academy, in the framework of “Negotiations”, a subject taught within the Academy curriculum. Dr. Paul Meerts dedicated his academic work to research and analysis of the current international practices and international negotiations. He is the author of numerous publications relating to negotiations and the art of negotiation. In this way, he made a significant contribution to international scientific research in this field.

Following the theoretical introduction on the art, structure and methods of negotiation, the Academy attendants took part in a workshop on multilateral negotiations which the professor used as a basis to explain the art of negotiation, procedural issues, as well as the very process of negotiation, negotiating positions of some delegations based on the real 1971 scenario and the negotiations held in the UNDRO framework.

THIERRY DE MONTBRIAL LECTURED THE DIPLOMATIC ACADEMY ATTENDANTS ON THE POLITICAL FUTURE OF THE EUROPEAN UNION

Thierry de Montbrial, a renowned French geo-strategist and Director of the French Institute for International Relations (IFRI), held a lecture for the attendants of the Diplomatic Academy entitled “The Political Future of the European Union”. He presented his views on the contemporary political and international relations in the European Union, drawing particular attention to the importance of Serbia’s joining of the European Union.

In addition to the attendants of the Diplomatic Academy, the lecture was also attended by Dr. Predrag Simic, Ambassador of the Republic of Serbia to Paris, representatives of the French Embassy and the French Cultural Centre in Belgrade and the representatives of the “Clio” Publishing House.

PROFESSOR ANDRE LIEBICH HELD A LECUTRE “HISTORY OF MOVEMENTS FOR SELFDETERMINATION IN THE 19TH AND 20TH CENTURIES”

The lecture of Professor Andre Liebich was organized in the framework of cooperation between the Diplomatic Academy and the Geneva Institute for International Studies. For the attendants of the Diplomatic Academy, Professor Liebich held a lecture “Self-determination in the political perspective”.

In historical retrospect of the movements for self-determination in the 19th and 20th centuries Professor Liebich used the examples of Czechoslovakia, Poland and Italy to demonstrate the creation of new States in Europe and draw attention to the arguments of the advocates of self-determination, laying particular emphasis on the argument of security and stability in Europe.

LECTURE “THE ROLE AND THE IMPORTANCE OF THE ORGANIZATION OF THE BLACK SEA ECONOMIC COOPERATION”

Ambassador Leonidas Chrysanthopoulos, Secretary General of the Organization of the Black Sea Economic Cooperation (BSEC) and Ambassador Sergiu Celak, Deputy Director General of the International Centre for Black Sea Studies (ICBSS) lectured the attendants of the Diplomatic Academy on the role and importance of the Black Sea Economic Cooperation and its role in regional cooperation.

They presented the current BSEC activities and its regional cooperation in the areas of telecommunication, transport, energy, environment, health, trade, international relations, as well as cooperation with other regional initiatives, the European Union in particular. The BSEC role in European integration processes and its assistance to the participating States on the road to the European Union were particularly underlined.

AMBASSADOR HASAN SERVET OKTEM DELIVERED A LECTURE “THE RELATIONS BETWEEN TURKEY AND THE EUROPEAN UNION”

H.E. Mr. Hasan Servet Oktem, Ambassador of the Republic of Turkey to the Republic of Serbia, held a lecture entitled “The Relations between Turkey and the European Union – a journey more than 43 years long” for the Diplomatic Academy attendants.

The Ambassador made a retrospect of political events and negotiations between Turkey and the European Union in the 1964-2007 period. Turkey applied for its EU membership back in 1987. By reviewing the international relations, Ambassador Oktem indicated the political and democratic requirements for EU entrance.
