Passport and Overflight Section is in charge of the legally prescribed procedure for receiving, processing and issuing of diplomatic clearance for the overflight or landing of foreign Government aircraft on the territory of the Republic of Serbia, as well as for obtaining overflight or landing permits for Serbian Government or military aircraft on the territories of foreign countries.
To obtain diplomatic clearance for flying over or landing on the territory of the Republic of Serbia by foreign Government aircraft, with a view to achieving maximum possible efficiency, it is necessary to comply with the following instruction:
1. Request should be submitted (at least 72 hours before the planned flight) by delivering a diplomatic Note with filled-in request form (Request for the Authorization of a Special Flight in the Air Space of the Republic of Serbia).
2. The Request must contain all relevant information concerning the aircraft, air routes (corridors), points of entry & exit (in and outside of the Republic of Serbia's airspace), dates and times of flight (Universal Time Coordinated - UTC), purpose of flight, the airport of landing, etc. The application form is available for download here.
3. Requests for aircrafts transporting toxic substances, armaments, munition and explosives are also lodged by delivering a diplomatic Note and a filled-in request form, at least 5 working days before the planned flight (so that the Request could be promptly forwarded to the authority competent for this type of flights – Civil Aviation Directorate, for further procedure).
4. During the Ministry's working hours (7.30 – 15.30), the requests can be delivered to the Ministry of Foreign Affairs (Kneza Milosa 24), to the following e-mail:
